Virginia Electric Power and Power Company (Dominion) submitted a Prevention of Significant Deterioration (PSD) air permit application on January 18, 2010 for a natural gas-fired combined-cycle power electric generation facility in Warren County, Virginia. A revised application was received on April 27, 2010.
The facility, Dominion - Warren Combined-Cycle Project will consist of a “three-on-one” power block (three combustion turbines, three heat recovery steam generators, and one steam turbine fueled by natural gas). Dominion originally requested an air permit that would allow for the option of selecting one of three turbine equipment providers. On September 1, 2010, Dominion submitted a letter requesting the withdrawal of two of the three options. Therefore, documents regarding the two withdrawn options have been removed from this site. The facility has a potential electrical generating capacity of up to 1280 megawatts. Ancillary equipment (three chillers, one boiler, one fuel gas heater, one diesel-fired emergency generator, and one diesel-fired fire water pump) to support plant operations will also be installed at the facility.
