Once it has been determined that a facility needs a permit through minor NSR permit applicability, the facility may opt for a general permit if it meets the applicability of the general permit itself.
Virginia has four general permits:
- Non-Metallic Mineral Processing General Permit
- Biomass Pilot Test Facility General Permit
- Voluntary Demand Response Generator General Permit
- Emergency Generator General Permit
