Management of Virginia's Coastal Zone Management Program
Project Description as Proposed:
This task covers aspects of managing the Virginia CZM and CELCP Programs and administering related grants. Three positions are funded through Task 1. Management activities include: ocean and coastal policy development, coordination and implementation in collaboration with the Coastal Policy Team; monitoring of core agency activities; and updating the VA CZM Program as needed through RPCs and Amendments.
The CZM Program Manager will spend significant time guiding activities under the land acquisition project (Task 10), blue ocean infrastructure (Task 11), the new Sustainable Communities focal area (Task 11), and the Section 309 Enhancement Projects (especially Task 91.02 for an updated Coastal Needs Assessment and Strategy and Task 96 Seaside SAMP). The Manager will coordinate with neighboring state CZM Programs on the development of the Mid-Atlantic Regional Council on the Ocean (MARCO). In addition, the Virginia CZM Program Manager will supervise Virginia CZM Program staff within Tasks 1, 1.01, 1.02 and 1.03.
The Coastal Planner funded under Task 1 will spend significant time working on the Sustainable Communities focal area, Section 309 Enhancement Projects, especially the Dragon Run SAMP, implementing and updating the CELCP plan and assisting with land acquisition projects. The Coastal Planners, funded through both Task 1 and Task 1.01, will work closely with the coastal planning district commissions to implement their technical assistance programs.
The Grants Coordinator/ Outreach Specialist will provide day to day maintenance and operation of the grants database and front-line interaction with grantees and their questions. Duties include data entry and manipulation to produce reports, reminders, applications, contracts, etc. This position also prepares meeting summaries – especially meetings of the Coastal Policy Team. The Grants Coordinator will organize submission of the performance measures to NOAA and ensure that all new reporting guidelines are followed for Section A, B and C reports. This position will also work with the Outreach Coordinator (Task 1.03) to develop and disseminate outreach materials and represent the Virginia CZM Program at outreach functions. Finally, this position will work with the Coastal Planners to prepare and submit Program Change packages as needed.
Grant activities undertaken by all staff include: development, monitoring and reporting of all grants (Sections 306/306A, 309 and 310 and CELCP) for all open and closing out grant years (FY '07, ’08, ’09 and for CELCP FY’10); development and submittal of reprogramming and extension requests; and development of the FY '10 CZM award and the FY’11 CELCP competitive grant application.

RPCs and Amendments:
Seven RPCs were public noticed on January 21, 2010 and a letter requesting NOAA’s review and concurrence was sent on February 18, 2010. Based on a concern over the implications of approving the RPC for the Department of Game and Inland Fisheries statutes regarding endangered species, the Virginia CZM Program withdrew its request for approval of this RPC. NOAA approved the remaining RPCs on June 29, 2010.
Grant Administration, Management & Reporting: Two Section A, Semiannual Progress Reports, two Section B Agency Reports, and two Section C Success Stories Reports were compiled and submitted to NOAA via the Grants Online system during FY 2009. The first was submitted on October 30, 2009 for the reporting period of April 1, 2009 – Sept. 30, 2009 and the second on April 30, 2010 for the reporting period of Oct. 1, 2009-Mar. 31, 2010. The CZM Manager and Coastal Planners monitored grant activities through phone calls and site visits. And the Grants Coordinator and CZM Manager processed extension and budget amendment requests, 306 A documentation approvals, SAC removals, and reprogrammed funds using the Grants Online system.
FY 2010 CZM Grant Application: The FY 2010 Draft application was submitted to NOAA on April 15, 2010, and the FY 2010 Final application was submitted to NOAA on May 18, 2010 via the CAMMP, Grants Online, and Grants.gov systems.
FY 2011 CELCP Grant Application: The FY2011 CELCP application was submitted on April 2, 2010. The Virginia CZM Program submitted two proposals: The Lynnhaven Oyster Restoration and Estuary Protection project requesting $3M to protect 83 acres in Virginia Beach , and the Mattaponi River Coastal Lands Acquisition project requesting $414,900 to protect 188 acres in King William.
Performance Measures: On October 29, 2010, CZM staff submitted the FY 2009 annual Performance Measures report to NOAA via the Grants Online system for the period of October 1, 2009 – September 30, 2010.
Mid-Atlantic Regional Council on the Ocean Documents: During FY 2009 the CZM Manager participated in weekly conference calls as a member of the MARCO Management Board. Key activities for the year included the December 2009 Mid-Atlantic Ocean Stakeholder Conference (see http://www.midatlanticocean.org/press-materials.htm for downloadable pdfs of the conference agenda, handouts and final report). In addition the CZM Manager worked with TNC (see FY 2009 Task 11) to develop the MARCO Mapping & Planning portal. Two MARCO Management Board meetings were held in May and August 2010 to review and refine MARCO action items. Five Action Teams were formed for CMSP, Renewable Energy, Habitat Protection, Climate Adaptation and Water Quality.
