Virginia Coastal Zone Management Program Support

Project Description as Proposed:

This task supports one staff position that is contracted through VIMS. VA CZM requires this additional support to ensure that there is increased emphasis on policy coordination; that open grants are properly managed and implemented; that performance indicators are reported; and that outreach activities are adequately staffed. The Coastal Planner position supported by this task will contribute to development of all the outcomes in Task 1. He will provide guidance on coastal management issues, assistance to grantees, agency monitoring, development and implementation of performance indicators, routine program changes and intergovernmental and interagency coordination.This Coastal Planner (Shep Moon) will specifically focus on Tasks 2 (Quick response grants), 6 (MRC’s permit review & compliance), 8 (VIMS Tidal Wetlands Management Technical Support), and half of the PDC Technical Assistance grants. He will develop, monitor and assist PIs with Section 309 projects related to management of shoreline features including beaches, dunes, and wetlands as well as the cumulative and secondary impacts of urban and suburban development in the Hampton Roads area and development of a marine debris plan for Virginia’s coastal zone. He will be specializing in climate change, coastal hazards and marine debris issues. Specifically, duties will include:Facilitating implementation of assigned Section 309 StrategiesPartnering with assigned PDCs to implement their technical assistance projectsDevelopment, monitoring, reporting and review of products for assigned grantsEvaluation and processing of grant reprogramming and extension requestsAssisting in the CZMA Performance Management System reporting and development of program goals, objectives, measures, and targets for the purposes of meeting the new 312 Goals-Measures Development GuidanceAssisting in developing and submitting Program Changes and AmendmentsAssisting in outreach efforts including magazine articles, website fact sheets and outreach functionsAssisting with the Section 312 Evaluation (if scheduled during the grant period) and work with NOAA’s Coastal Specialist at OCRM on the development of program goals, objectives, measures, and targets for the purposes of meeting the new 312 Goals-Measures Development Guidance.  Participating in assigned workgroups of the Mid-Atlantic Regional Council on the Ocean (MARCO)Representing the Virginia CZM Program on the Coastal Training Advisory Board of the Chesapeake Bay National Estuarine Research Reserve, the Marina Technical Advisory Committee of the Virginia Clean Marina Program, the Virginia Hazard Mitigation Steering Committee of the Virginia Department of Emergency Management, the Virginia Water Advisory Committee of the Department of Conservation and Recreation and the Hull Springs Farm Natural Resource Advisory Committee.
