Project Description as Proposed:
This task covers aspects of managing the Virginia CZM and CELCP Programs, administering related grants and providing key support for the Mid-Atlantic Regional Council on the Ocean. Three positions are funded through Task 1. Management activities include: ocean and coastal policy development, coordination and implementation in collaboration with the Coastal Policy Team; monitoring of core agency activities; and updating the VA CZM Program as needed through RPCs and Amendments.
The CZM Program Manager will Chair the interagency Coastal Policy Team and hold at least two meetings during the grant year. She will oversee all aspects of the CZM Program including policy development, grants, outreach and GIS efforts. She will spend significant time guiding activities under Task 2 -identifying and negotiating Quick Response Grants, Task 11 - land conservation easements, Task 12 Seaside Restoration, Task 41 A-N PDC TA Program, Task 49 Marine Mammal/Sea Turtle Stranding, Task 95.01 Virginia Marine Spatial Plan, and Task 96 Seaside SAMP. The Manager will coordinate with neighboring state CZM Programs on implemetation of the Mid-Atlantic Regional Council on the Ocean (MARCO) Action Plan. The Virginia CZM Program Manager will supervise Virginia CZM Program staff within Tasks 1, 1.01, 1.02 and 1.03. The CZM Manager will assist NOAA with its Section 312 evaluation when it is scheduled and will work with NOAA’s Coastal Specialist at OCRM on the development of program goals, objectives, measures, and targets for the purposes of meeting the new 312 Goals-Measures Development Guidance. Finally the CZM Manager will oversee efforts to conduct a Coastal Partners Workshop in late fall or early winter of 2012.The Coastal Planner will spend significant time working on the Section 309 Enhancement Projects, especially the Working Waterfronts and Water Quality CSI strategy projects, implementing and updating the CELCP plan, assisting with land conservation projects, developing magazine content and assisting with the next 312 evaluation as needed. The Coastal Planners, funded through both Task 1 and Task 1.01, will also work closely with the coastal planning district commissions to implement their technical assistance programs as well as asisst the CZM program manager in other aspects of intergovernmental and interagency coordination activities including preparation of comments to federal and state agencies on legislation, policies, and conservation plans that may affect the Program or Virginia’s coastal resources. The Grants Coordinator/ Outreach Specialist will provide day to day maintenance and operation of the grants database and front-line interaction with grantees and their questions. Duties include data entry and manipulation to produce reports, reminders, applications, contracts, etc. This position also prepares meeting summaries – especially meetings of the Coastal Policy Team. The Grants Coordinator will organize submission of the performance measures to NOAA and ensure that all reporting guidelines are followed for Section A, B and C reports. This position will also work with the Outreach Coordinator (Task 1.03) to develop and disseminate outreach materials and represent the Virginia CZM Program at outreach functions. Finally, this position will work with the Coastal Planners to prepare and submit Program Change packages as needed. Grant activities undertaken by all staff include: development, monitoring and reporting on all grants (Sections 306/306A, 309 and CELCP) for all open and closing out grant years (FY ’09, ‘10 and for CELCP FY’11 and 12 should funds be awardede to Virginia); development and submittal of reprogramming and extension requests; and development of the FY '12 CZM award and the FY’13 CELCP competitive grant application.Federal Funding: $279,000
