Petroleum Database files for downloading

DEQ provides information on petroleum release sites and registered petroleum storage tanks for import into a database . These files are too large for a spreadsheet application. A separate file gives instructions and field information for using each data set. The instructions (indicated by “i-...” in the file name) should be downloaded and read first.

Tank Registration files

Registered petroleum storage tanks “register.zip” is a non self-extracting zip file containing one text file “i_register” that gives instructions and data field information, and nine ASCII Comma Delimited text files. The nine files are; owners.txt, regfacility.txt, tanks.txt, usttankmaterials.txt, ustpipematerials.txt, usttankpipereleasedetection.txt, asttankmaterials.txt, asttankfoundationroof.txt, asttankcontainmentdetectionprevention.txt).

It is best to open these ASCII Comma Delimited text files in a database application program. A database program will separate the fields/columns when the file is opened.

i_register.txt (15k) describes the downloadable file for UST & AST registered petroleum storage tanks.   text format

Register.zip - non self-extracting version.   Winzip format

Petroleum Releases

Petroleum Releases is a spreadsheet file containing current release information from the active Petroleum Program database.  There is also a zipped version as a text file to used in a spreadsheet or database software. New release information will be updated to the web the first week of each month.

Pollution complaints from 1986 to 1994 can be downloaded by clicking on the zipped 1.1MB FoxPro v2.6 file “cmplnt.zip”.

Virginia Public Record Reporting

The Federal Energy Policy Act (Energy Act) of 2005 required states that receive federal UST program funding from EPA to provide summary information on USTs on or before December 31, 2008 and be updated annually. The Virginia Department of Environmental Quality (VA-DEQ) receives federal funding under Subtitle I of the Resource Conservation and Recovery Act (RCRA) in the form of federal grants. The information presented below fulfills the Public Record requirement of the Energy Act and subsequent guidelines issued by EPA for Virginia.

The information below is presented on a Federal Fiscal Year (FFY – October 1 through September 30) basis and is based upon the VA-DEQ definition of an “UST” and “confirmed UST release” (see: the UST Regulation). Active facilities/USTs include those in temporary closure. Facilities inspected reflect the number of on-site inspections conducted by VA-DEQ staff. Significant operational compliance (SOC) is defined in EPA guidance and means that the UST systems at a facility have the proper equipment/procedures in place, and are being properly operated and maintained in order to detect a UST release. The number of confirmed releases includes releases from hazardous substance USTs. Information on releases where the source is not known is not presented. Source/cause release information is generally provided by owners, operators, installers/inspectors, local code officials and consultants.

File of record information for individual facilities or USTs can be accessed by contacting the VA-DEQ Regional Office nearest the UST facility.

Questions pertaining to this Public Record summary information can be directed to the VA-DEQ Office of Spill Response and Remediation at (804) 698-4010 or e-mail John Giese.
