Actual recovery of the mercury and other materials can be conducted only by a facility licensed for TSD (treatment, storage & disposal) of hazardous wastes.  There are no TSD facilities in Virginia.  However, there are various companies around the country that specialize in lamp recycling, and they usually provide for an array of shipping, collection, and other services.  The Association of Lighting & Mercury Recyclers maintains a list at www.lamprecycle.org.
