DEQ is the state's lead agency for developing and implementing statewide nonpoint source pollution control programs and services to prevent degradation of the Commonwealth's water quality and quantity. As Virginia's designated lead for nonpoint source pollution, the agency acquires and disburses various federal, state and nonprofit grant funds.
DEQ administers various NPS grant programs. DEQ applies for and receives federal funds or funds from nonprofit organizations and foundations and issues "sub-agreements" through grants and agreements. In other cases, DEQ receives funds from the legislature and enters into cooperative agreements and grant agreements, sometimes through Requests for Proposals (RFPs). Grant programs have different purposes and guidelines that grantees must adhere to.
