Industrial Wastewater - Water Reclamation and Reuse Project
The Water Reclamation and Reuse Regulation (9VAC25-740) requires that industrial facilities obtain a Certificate to Construct (CTC) and a Certificate to Operate (CTO) for construction projects where industrial wastewater is to be used for reclamation or reuse. A CTC and CTO are not required for distribution system projects, only for the reclamation facility itself.
A Preliminary Engineering Report (PER) may be required as well prior to initiating any design of the project. The Water Permit staff at the DEQ Regional office which administers your permit should be contacted to determine if a PER is required to be submitted. To obtain a Certificate to Construct (CTC) for an industrial water reclamation facility, an application form is submitted to the Water Permit Manager at the appropriate DEQ Regional office.
To obtain a Certificate to Operate (CTO) for an industrial water reclamation facility, an application form is submitted to the Water Permit Manager at the appropriate DEQ Regional office.
