Implementation
Once the TMDL Study (i.e., development phase) is complete, the draft report is submitted to EPA. EPA then has 30 days to review and approve the TMDL. Following EPA's approval of the TMDL a TMDL Implementation Plan (IP) is developed. Implementation Plan development should start as soon as possible after EPA approval of the TMDL Study.
Although not a federal requirement, Virginia state law does require the development of an IP. Local or state agencies as well as community watershed groups can take the lead in developing TMDL IPs.
Virginia has completed IPs for 40 segments impaired by bacteria, and is working on IP development for 21 additional segments. The links below will allow you to access information regarding these TMDL projects in the implementation phase.
