Domino's Pizza, Opal, Virginia
This approximate one acre site had been previously utilized for over forty years as a bulk petroleum storage facility. The storage facility included six above ground storage tanks, loading racks and dispensers. The storage facility was dismantled and removed in 1998. During the removal activities, petroleum impacted soils were discovered and the DEQ Northern Regional - Storage Tank Program (DEQ NRO) office was notified. The site, under the management of Trustees within the former Thompson Oil Company, underwent and completed successful Site Characterization (SCR) and Corrective Action Plan Development (CAP) phases under the direction of DEQ NRO.
The site was considered for commercial redevelopment as a retail restaurant during the SCR and CAP investigative phase activities. The environmental issues resultant from the past petroleum storage facility use were an obstacle to the proposed redevelopment. The Trustees, their consultants (Environmental Consultants and Contractors), and the prospective purchaser (Opal Pizza LLC) worked closely with DEQ NVRO on a variety of environmental, regulatory, and financial issues prior to the start of redevelopment. Before construction was initiated, the approved CAP included removal of source area petroleum impacted soils and design and implementation of a sub slab vapor mitigation system for the proposed structure. Reimbursement from the Virginia Petroleum Storage Tank Fund was approved for certain remedial activities. The restaurant is largely completed, and scheduled to open in June, 2003. Continued remedial activities have been designed and implemented to protect potable groundwater quality in the Opal area.
Environmental Consultants and Contractors (ECC), the environmental consultant, is a consulting firm located in Northern Virginia. ECC has provided environmental consulting, management, remediation design and installation, and field services to a wide variety of national and local clients since inception in 1986. ECC continues to work with VDEQ NVRO on a wide variety of regulated and hazardous waste sites.
