DEQ - Office of Wastewater Engineering - October 2008
The Office of Wastewater Engineering was scaled back significantly due to the 2008 State budget cuts. There are no longer regional contacts for wastewater engineering. This web page addresses the new procedures and policies regarding issuance of Certificates to Construct (CTC) and Certificates to Operate (CTO). These new procedures are to be used for all NON-WQIF funded sewage treatment, collection, and conveyance projects that fall under the Sewage Collection and Treatment Regulations (9 VAC 25-790).
WQIF funded projects will be subject to full engineering review of the preliminary engineering report; plans, specifications, and design documents; and inspections of final projects by DEQ. WQIF funded projects will be reviewed by the remaining DEQ engineering staff. Contact Marcia Degen, Ph.D., PE or Gary Phillips, PE for details.
For non-WQIF funded projects, complete the application forms for either a Certificate to Construct or Certificate to Operate, following the instructions below. These forms are then submitted to the Water Permit Manager in the appropriate DEQ Region. Note that a Reliability Class Worksheet is now available to aid in determine the reliability class of pump stations.
